This horrific moment is what finally pushes Bruce to give up being Batman.Seeing the trauma that Jason goes through and how far it pushed him, Bruce decides that he could do more good for Jason and Gotham as Bruce Wayne than as Batman. Giving up the mantle, he moves to the heart of Gotham City and fully devotes himself to using his wealth to fix Gotham - as well as making sure Jason gets the help he needs.
