The extent to which Masashi Kishimoto, the creator ofNaruto, is involved in the creation ofBorutohas long been a highly discussed topic, but the mangaka has finally given a definitive answer that should end the debate. While the duo of Kishimoto and Mikio Ikemoto are involved in the series,one side does the heavy lifting with the blessing of the other.
The two creators of theBorutoseries were invited to Paris, France to partiipate in a joint interview with the French publisher ofNaruto, Kana, in which they disclosed various aspects of the manga and production of the series.

In the case of Boruto, I initially wrote the outline of the story, but in a very succinct manner. We then held a meeting to discuss it. It is really Master Ikemoto who is fully in charge of Boruto.

When asked how the transition from supervisor to scriptwriter was for Kishimoto following the departure of Ukyo Kodachi, Kishimoto revealed that while he wrote a template for the entire story, Ikemoto handled most of the story such as dialogue, character design, and more, and sometimes even changes the original story after discussing with Kishimoto. This means that bothKishimoto and Ikemoto are co-authors ofBoruto.

Ikemoto has a long history of collaboration with Kishimoto, starting fromNaruto’s initial arc as an assistant. He played a crucial role, such as designing memorable characters such as Zabuza, Haku, and Hiruzen, which earned him high trust from Kishimoto. When Shueisha proposed the Boruto sequel,Kishimoto insisted on Ikemoto being in charge. Although Ikemoto is primarily recognized as the series' illustrator, his involvement in the writing process was previously undisclosed until recently.
While an original storyline did exist at first, there weremany modifications along the way that made the new story very differentfrom what it was supposed to be, and Ikemoto said that even Kishimoto doesn’t know how the story will play out.While Kishimoto is still officially listed as the scriptwriter and supervisor, he believes that Ikemoto has done a great job with the plotand mostly approves the suggestions made by him, which is reassuring for fans, as Ikemoto has been trusted with the creator’s magnum opus.

The lore, new characters, and developments were most likely his doing according to this interview, and the sequel is definitely a step up from part 1 in many regards.
